Uganda Commits Shs1.3 Trillion to Sports Infrastructure Ahead of CHAN, AFCON

Uganda has committed more than Shs1 trillion to stadium projects as it prepares to host CHAN and AFCON. The funding, part of the 2025/26 national budget, will support ongoing construction and upgrades at major sports facilities, including Hoima, Akii-Bua, and Mandela National Stadium.

Uganda is ramping up investment in sports infrastructure with 1.3 trillion budget.

The Ugandan government has earmarked Shs1.3 trillion (about $361 million) for the development of sports infrastructure in the 2025/26 national budget—a move aimed at preparing the country to host two major continental tournaments: CHAN 2024 and AFCON 2027.

Finance Minister Matia Kasaija made the announcement Thursday during the national budget presentation at Kololo Ceremonial Grounds.

“In preparation for CHAN 2024 and AFCON 2027, Government has so far spent 496.8 billion shillings for the construction of Hoima and Akii-Bua Stadiums as well as the associated training facilities across the country,” Kasaija said.

“Government will spend a total of 1.3 trillion shillings to get these facilities completed.”

The Shs1.3 trillion comes from the broader Shs72.3 trillion national budget for the financial year 2025/26.

The money will go toward the continued construction of Hoima City Stadium and Akii-Bua Olympic Stadium, as well as the second phase of renovations at Mandela National Stadium in Namboole. That phase will focus on overhauling the VIP and VVIP wings and is set to begin in October.

Kasaija also pointed to progress in other areas:

“Mandela National Stadium has been upgraded and Government commissioned the high altitude training center in Teryet, Kapchorwa,” he added.

Hoima City Stadium is expected to be completed by December 2025, while the Akii-Bua Stadium in Lira District is scheduled for handover by the end of 2026.
