Makerere University Business School (MUBS) has named Associate Professor Rachel Mindra Katoroogo as its Acting Deputy Principal, a leadership change that takes effect on October 15, 2025.
The announcement was made by MUBS Principal, Professor Moses Muhwezi, after what the university described as a merit-based selection process conducted by the Appointments Board. The decision was later endorsed by the MUBS Council during its 67th meeting.
In her new role, Mindra will oversee the university’s academic and administrative affairs while serving in an acting capacity. According to a statement shared on MUBS’s official X account — formerly Twitter — the appointment will remain in effect until the Education Service Commission confirms a substantive deputy principal.

“Principal MUBS Prof. Muhwezi has appointed Assoc. Prof. Rachel Mindra as Acting Deputy Principal, effective October 15, 2025, pending the substantive appointment of a Deputy Principal by the Education Service Commission,” the statement read. “This appointment follows a merit-based process overseen by the Appointments Board, as noted by Council at its 67th Meeting on October 15, 2025. We congratulate Prof. Mindra on this achievement and wish her a successful term of office.”
Mindra, an experienced academic and administrator, has spent much of her career at MUBS, where she has served in leadership, teaching, and research roles. Colleagues describe her appointment as well-earned, citing her steady record of service and her role in advancing business education in Uganda.
Before her appointment, Mindra served as Dean of the Faculty of Commerce, a position she has held since July 2022. Beyond the university, she sits on the board of the Uganda Securities Exchange (USE), where she chairs the Business Conduct and Adhoc Listing Committees and serves on the Audit and Risk Committee. She also joined the Uganda Development Bank (UDB) board in July 2025 as a non-executive member, contributing expertise in finance and development research.
Mindra earned her PhD in Development Finance from Wits Business School at the University of the Witwatersrand in South Africa and a master’s degree in Money, Banking, and Finance from Loughborough University in the United Kingdom. Her academic interests include banking, investment, behavioral finance, and development research.
Within and beyond academia, she is known for championing youth financial inclusion, mentorship, and community service. A dedicated Rotarian, Mindra also serves on several disciplinary and governance committees — including those of MUBS, the Architects Registration Board, and corporate partners like MTN Uganda and ZTE, where MUBS acts as a recruitment agency.
Her appointment has drawn warm messages of congratulations from MUBS faculty, students, and partners, many of whom see her as a steady hand for the institution’s next phase of growth.
