The pair were chosen over the two finalists, the leading pair of health workers and the ethnic justice movement Anthony Fauci and President Donald Trump, who lost to Mr Biden in the November election.
Time magazine has a picture of Biden, 78, and Mrs Harris, 56, with the caption, “Changing America’s Story.”
Joe Biden defeated Trump by 306 votes in Donald Trump’s 232 electoral colleges to end a political presidency of the real estate tycoon after one term.
Biden received nearly seven million more votes than his Republican opponent, which he still disagrees with, claiming it was widespread fraud with no evidence.
According to Edward Felsenthal, editor-in-chief of Time, Biden and Harris received the honour of “changing the American story, showing that the forces of empathy are greater than the wrath of separation, and sharing a healing vision in a sad world.”
Felsenthal notes, “Every president elected since the FDR has been the best person of the year at some point during his tenure, with nearly a dozen in the presidential election year. This is the first time we have added a vice president. ”
The Time Magazine Award – presented annually since 1927 – honours the person or persons most affected by the news during the calendar year.
Earlier Thursday, for his achievements in and off-court, Time named Basketball Superstar LeBron James Athlete of The Year.
The 35-year-old Los Angeles Lakers player was honoured a year after winning his fourth NBA title for his fight against voter oppression among black citizens.
BTS, the K-Pop sensation was named the Entertainment of the Year. The world-famous seven-member band from South Korea received a nomination for the first major Grammy Award for K-Pop last month. Its English language single “Dynamite” topped the Billboard Hot 100 charts in the summer.
Teenage climate change activist Greta Thunberg was named Time’s Person of the Year last year and was the youngest individual winner to receive the award.
The 16-year-old Swedish, who has been urging young people to take action against climate change in 2019, caught the headlines when he missed school to protest outside the Swedish parliament at the urging of his government to curb carbon emissions.
